I don't have the figures for the mk2 to hand, but for the mk1, it was 4.0 turns lock-to-lock for the unassisted cars and only 2.7 for those with power steering. Therefore, if the power steering failed, there was a mechanical disadvantage factor of 4.0/2.7 = 1.48, requiring 50% more effort, plus any drag caused by the electric motor.
