That is down to the App to implement. Most Apps like Word or Pages, Messages, WhatsApp will move to the next line when you use the enter key on the onscreen keyboard. Swiftkey is the best option with a dedicated number row. Worst of the big three for me otherwise. Never use it Gboard you can enable long press for numbers on top letter row. Usually use this, but sometimes flip back to stock. In case you're not aware, you can swipe from the "123" key to the top row to get numbers on stock keyboard (and Gboard)
